Regulation (EU) 2025/40, the Packaging and Packaging Waste Regulation, has applied since 12 August 2026. It replaces the 1994 Packaging Directive and sets rules for the cartons, pallets, wrapping and strapping used to ship school furniture into the EU.

What changed on 12 August 2026

The regulation entered into force on 11 February 2025 with an application date of 12 August 2026. On that date it replaced Directive 94/62/EC, which the Commission notes was generally repealed, although some provisions of the earlier framework continue to apply. The Commission describes the PPWR as a harmonised, directly applicable regime governing all packaging placed on the EU market, regardless of material or origin. A school desk carton and the pallet beneath it are both packaging in that sense.

Where school furniture shipments feel it

School furniture moves in bulk, and almost all of that bulk is packaging: outer cartons, corner protectors, edge trim, stretch wrap, plastic or steel strapping and wooden pallets. Because the regulation applies by material and by lifecycle stage rather than by product category, the parts of a shipment that are easiest to overlook — the wrap and the pallet — are the ones that generate the documentation obligations. The Commission has also issued delegated decisions specific to pallet wrappings and straps, and to plastic crates and pallets.

What exporters should do now

  • Build a packaging inventory per load: material, weight, recycled content and whether each element is reusable.

  • Ask your carton and pallet suppliers for the declarations your EU importer will need to hold.

  • Note the Commission's December 2025 Environmental Omnibus proposal, which would suspend the obligation for producers to appoint an authorised representative when selling packaged products directly to consumers in another Member State. It is still being examined by the European Parliament and the Council, so confirm its status before relying on it.

  • Watch for the Commission's implementation guidance and FAQ documents, which have been updated during 2026.
