EU Forced Labour Ban Applies From December 2027: What Hotel FF&E Buyers Should Prepare

The EU Forced Labour Regulation entered into force on 13 December 2024 and becomes applicable on 14 December 2027. It prohibits products made with forced labour from being sold on the EU market, and it reaches imported goods as well as goods produced inside the EU.

What the regulation does

Under Regulation (EU) 2024/3015, products made with forced labour are prohibited from the EU market, and the ban also applies to exports from the EU market. The Finnish Ministry of Economic Affairs and Employment, which is leading national implementation, summarises the scope plainly: the regulation "will apply to all companies, regardless of their legal form and the scope of their activities, as well as to all products produced in the EU and imported from elsewhere." Member States are required to designate a competent national authority and to set penalties for non-compliance.

Why hotel furniture supply chains are exposed

A hotel FF&E package is assembled from more tiers than most furniture categories. Frames, foam, upholstery, fillings, hardware, mechanisms and legs may each come from a different supplier, and sub-tier sourcing changes between projects. That structure is what makes the regulation operationally heavy: the obligation sits with the economic operator placing the product on the market, but the information it depends on sits several tiers upstream. Project furniture also arrives in a small number of large, high-value shipments, so a single blocked consignment can stall a floor's opening date.

What buyers should do before 2027

  • Map sub-tier suppliers now, at least for the components most exposed to labour-risk geographies.

  • Ask each supplier for a written statement of production locations, not just the trading entity's address.

  • Keep that evidence filed per purchase order, so it can be produced for the importer of record without a scramble.

  • Build extra lead time into 2027 and 2028 project schedules, since documentation requests will add days to quotation cycles.
